Phoebe Kotlikoff earned her J.D. from Harvard Law School, where she was President of the Armed Forces Association, won Best Brief in the Ames Moot Court Competition, and was on the Submissions Committee for the Harvard Journal of Law and Technology. Before law school she was a Lieutenant and Submarine Officer in the United States Navy.

Prior to joining Selendy Gay, she served as a law clerk to the Honorable Caitlin J. Halligan of the New York Court of Appeals.
